How I understand it, Apple's servers could be connected, but not serving requests. You can ping a server without having to ask for anything. You get a notice saying it's there, connected, and functional, but if the programming is turned off, when you send a PHP request it will poop out.
Just like how you can have a printer connected to the computer and recognized, yet when you go to print it does crap-all.

You may be right, but I don't know for certain. I believe what Pingdom does is collects outage data, and displays it on a map. I don't think they do any deeper dive than that.
DownDetector has default ads that play from their own infrastructure and cannot be censored without a script-disabler. It just so happens one of their default sponsors is a silver coin reseller.

Can confirm Workday, took forever to fill out a job application and that predictive search was shitting the bed.
Usually when I check down detector the spikes look like that, but it's 50 or so reports. These are all in the thousands so something's up.
When it is all jaggedy, then that means there are few reports and the algorithm puts together a spotty chart. It means nothing is really happening.
When there is a flat line and then a sudden big spike and dip, that's when you know shit hit the fan really hard.
When all of them are following the exact same graph of flat-line, spike, and dip -- whooey, boy!
