Correct me if I'm wrong, but legally speaking, there is no provision to force a military draft currently and there hasn't been since the 80's when congress eliminated it. The only way for a draft to occur is for another act of congress to reimplement it.

So isn't this just more fear mongering?

I don't see a public announcement from an official government organization as simple fear mongering.
