I don't think so. Sure, that is what people will insinuate, but to me it is obvious he wants us to see these cards. Why would he want that? Like Obama said, if there was a way to put an earpiece in... blah blah blah. Well, putting an earpiece in would make it indistinguishable from Biden speaking for himself. Cue cards that he can show to the world? Nah, that's done by someone WANTING us to see he's controlled, by someone.
