Obvious answer is that only some Ukrainians want that. Namely the ones who have ethinic ties to Russia and not Ukraine. Now that the valid Ukraine government was overthrown 8 years ago, and the current Ukraine government is attacking these people, it stands to reason they want OUT. Just like the people of Crimea did in the weeks following the illegal coup in 2014.

Right. Those are the people who want out, just like the people in Crimea did.
It's why they declared indpendence from Ukraine (Declaration of Independence, anyone?).
Russia then officially recognized them as independent countries, and stepped in to assist them.
He might be doing other things, as well (biolabs, etc.), or maybe not.
