From my perspective as a retired law enforcement officer who still keeps up with the laws, there are no "hate speech laws" on the books.
There are only laws that create punishment enhancement for crimes committed (actual over acts of violence or property damage) because of someone's race, religion, sex, or some other protected class.
There are no laws that concern "speech" with regard to "hate". The SCOTUS has struck down every one that has been tried. Such laws are simply not constitutional.
It is these hate speech laws that were struck down by the SCOTUS that provide the basis for all governments being denied the ability to control nearly all forms of speech in the first place.
