this could have easily been funded and disseminated for free, there's a reason to charge for it and I'll bet it has something to do with libel/slander/etc. They know as soon as its digital it will be shared to every corner of the earth but by charging for it legally protects something somehow and or forcing a lawsuit so it can be submitted as evidence.
