What history books won't tell you is that WWII was actually winding down, and Churchill wasn't getting the result he wanted...getting America into the War and crushing Germany. He knew the only way to get the outrage he wanted was for Germany to bomb London. So the way he did it was to violate international treaty and begin bombing German civilian targets. Hitler practically begged him for several weeks to stop. That's what started the London air raids, and America entered the arena soon after.
FDR did the same trick with Pearl Harbor. They backed Japan into a corner, with no other way out than for them to attack. His intelligence told him in advance what Japan was planning, yet he said nothing publicly (nor prepared Pearl Harbor) because he wanted the attack to sway public opinion about participating in the War.
You're talking about the Gulags. I don't know a lot about them, but I suspect there wasn't much else being done by the prisoners than farming.
