I remember 25 pound bags of flour coming in pillow cases at the grocery store. They were white with a wide pastel band around the opening. My mother would embroider the colored band to make them fancier. That's the only kind of pillow cases we had for many years. This was in the early 60s.

They would reuse the fabric to make clothes --- usually for kids.
Flour sacks would come in prints for that purpose.
These days you might need two bags.
My mom wore flour sack dresses as a kid.
