How does now mean three or four years from now? This is something still unexplained

It looks to me as though the righting of the ship was intended to occur years ago; hit a couple snags; and then carefully prepared contingency plans for just such an occurrence snapped into action; so it's taking a few years longer than anticipated to reach the preordained, unstoppable, inevitable goal.
