They sent them out to a lot of 80% companies. P80 was just the biggest one. And even then most of the bigger companies ignored it and kept selling their kits anyway, and here we are years later where nothing has happened to them despite ignoring the ATF's letter.
They learned from that, and that's why now they're going after someone MUCH smaller in order to try and bully them and set a precedent. Between this and their rampant failure with Forced Reset Triggers (Rare Breed has ACTUALLY designed and is going to be releasing and selling a new 3 position trigger with safe, semi, AND FRT mode soon) and Pistol Braces, you can tell the ATF is getting desperate for an actual win.
The best part about ALL of this, is that pretty much everything described so far, is now covered by the Heller decision, which from my understanding is the grounds the GOA is using to sue the ATF and federal government over, because of the literal millions of 80% builds in the country, as well as the millions of pistol braces, and million+ Forced reset triggers that have been sold from various manufacturers since they were introduced.
In other words, this is all just them trying to delay the inevitable by making last minute power grabs that they know aren't going to work out, because they're desperate.

They are a turd swirling the toilet bowl grasping at whatever they can to delay the inevitable for sure.
