Why is talking sexuality in the workplace considered sexual harassment to adults, but talking about sexuality to children k-3 at school considered essential? Can you say cognitive dissonance?

Teaching kids about sex when they're hitting the age where they're starting to have those urges has been fine. Typically 5th/6th grade to start, if memory serves me right. That is when the majority of students will be hitting puberty and getting flooded with hormones.
