Interesting. My first thought is they've been made aware of some devastating "fail-safes", perhaps in major cities, targeting mass casualty areas. I didn't think Cotton was like that (giving away American's hard-earned - and greatly-needed domestically - money to an obviously evil regime halfway across the world), caving without a fight. It's virtually impossible to tell who the good guys are anymore.
