Does Paul Markovich, COO of Blue Shield in California... know where all of the LETHAL batches of the Covid Vax are going?

Is he responsible for knowing which zipcodes or stores are being sent the 5% +/- vax lot #'s which devastate people's health and are known to cause most of the vax illnesses and deaths?

Does he control which zipcodes or stores get the weaker Covid "vax" batches that aren't as deadly?
