Alleged bribe-taking. What does that have to do with his holding the briefcase for nuclear codes many years ago? Just because you hold it doesn't mean you know the codes itself right?

Oh wait, nuclear bombs is Comms for 'blackmail evidence'. Nukes aren't real. The above makes perfect sense in that context.
