The population had the ability to coalesce and take over. The disparaty wasn't as much when the latest tech in military was chainmail armor.

Now you have satellite imagery, real time info gathering and access to most groups, airplanes then can travel at multiple times the speed of sound and explosives with pinpoint accuracy.

Complacency was always the issue.
