It says "wtp/ffs/lak".

That has a pretty clear message, if I'm interpreting it right. It must mean "WhiTe People, For Fuks Sake, Leave AlasKa".

The only question is, why would they stick that on a stop sign in a tropical environment? Anyone reading it is obviously NOT in Alaska.
