It appears that you need to be a US citizen to obtain a driver's license in Missouri as well.

You can apply for a REAL ID-compliant driver license or nondriver ID card at one of Missouri’s more than 170 license office locations. You will be required to submit the following valid, original documents demonstrating proof of each item at the time you apply:
Identity (one acceptable document to verify full legal name and date of birth); Lawful Status in the United States (one acceptable document to verify United States citizenship or immigration status); Social Security Number (one acceptable document); Missouri Residency (two acceptable documents verifying your Missouri residential address); and Additional items, such as a certified marriage license or court order, may be required to verify a new or prior name change if your name is different from the name on your identity and date of birth verification document. Utilize the Department's interactive guide to ensure you have the documents required to apply for your REAL ID. You may also refer to our complete list of acceptable documents for REAL ID-compliant license and ID card processing.

We have “real photo ID in Pennsylvania, works great, especially at airports! Nothing wrong with it unless you cannot provide correct paperwork to get one, then, you may be illegal.
Same. I didn't have to do anything I wouldn't have done to get a DL to get it either
Had to make one change, the names have to exactly match on two documents, so we had a document that had just the middle initial, and another that had the complete middle name. Anyway it was easy to fix with a trip to the social security office.
