Why would they encase bodies in concrete on the island just to ship them by sea to the mainland, to then dump in a lake/reservoir?

No, it's much more likely the redi-crete sent to Little St. James was to fill in tunnels, block off entrances etc etc. Burying evidence of missing children and torture, murder and cannibalism. What a lovely location, eh?
