There are some assumptions that OP is working with, and they might not be wrong, we just don't know yet.

Seems that some high-ranking 'official' is flying on that aircraft, and maybe it is Kameltoe, but a word of caution:

Though far from an expert, I am semi-obsessed with aircraft videos, and there are several US aircraft that are liveried like this one. Seem to be reserved for cabinet members or parties of equivalent importance. The presence of the Great Seal could be important (anyone seen it?).

That it is making haste in this way could be intentional or environmental (super strong tail wind?). One gets the sense that it's on a rescue mission, but that's speculation, and with our media lying to us all the time, we may never really know.

We should keep eyes on both this bird and the 747.
