DC Guard is supposed to be under control of the SecDef last I checked. With the mayor being able to request deployment. Usually the entire process is more of a formality and the Mayors requests for a deployment are usually granted.
This just more liberal maneuvering (enabled by two rinos) to pretend that DC is a state or even anything akin to a state. It's a federal district and that's why it's not still part of Maryland.
Liberals want DC to be a state so they will get two permanent new senators. They have rejected proposals to make DC part of a state, which would give them a voting House member.
They tried to give everything save the immediate Capital Grounds and a handful of landmarks back to Maryland and Virginia. Virginia took their portion of land back. But Maryland didn’t. Politicos in Baltimore blocked it because the introduction of another heavily populated urban area would challenge their control of state politics.
I know. I'm in Virginia./ That's really not the issue here. There have been proposals to let DC become part of another state and the Dems rejected it because their real goal is to get two new Senate seats that they will hold forever.

In simple and clear terms, DC is Crown territory and have their own laws.
