National Guard is state controlled I’m pretty sure (Governors). Not sure how it works for the cesspool DC.

DC Guard is supposed to be under control of the SecDef last I checked. With the mayor being able to request deployment. Usually the entire process is more of a formality and the Mayors requests for a deployment are usually granted.
