This is the way. If it is necessary to protect the community with a list of legal gun owners, that list should be encrypted and in the possession of only the local sheriff. It's his business and his business alone, not the feds. Local security should be local, not controlled by Washington DC.
Of course it would be better that the sheriff concern himself only with illegal gun owners, but that list should also have robust protection.
Best yet would be if the sheriff focuses exclusively on gun owners, legal or illegal, that failed to contribute to the "security of a free state." (The ignored part of that amendment.) The gang bangers, or that perpetually drunk and angry neighbor, or the kid down the street on SSRIs who is known to torture and kill the neighbor's cats, that's where the sheriff should be focusing.
Whatever the source of it, a person who enjoys inflicting pain and suffering on small animals is by definition likely a psychopath. I'm not suggesting that SSRIs cause psychopathic behavior, there are deeper issues than simple chemical imbalance. If that person then wishes to be a gun owner, it is not unreasonable to keep a close eye on them by law enforcement.
There is starting to be some public recognition of the connection between mass shooters and SSRIs. I would like to see a study to investigate whether mass shooters had a history of animal abuse when younger. That would be an excellent red flag to trigger monitoring.

While that is tragic and horrendous, it's not the kid's fault, because they're damaged.

Oh well you still need to keep it away from people
