Whatever the source of it, a person who enjoys inflicting pain and suffering on small animals is by definition likely a psychopath. I'm not suggesting that SSRIs cause psychopathic behavior, there are deeper issues than simple chemical imbalance. If that person then wishes to be a gun owner, it is not unreasonable to keep a close eye on them by law enforcement.
There is starting to be some public recognition of the connection between mass shooters and SSRIs. I would like to see a study to investigate whether mass shooters had a history of animal abuse when younger. That would be an excellent red flag to trigger monitoring.
