This is a mess of a topic and has been such for decades. The only thing that reistically could be done is eliminating foreign owned companies from contributing directly or through a fund that recieves money from a foreign owned entity.
The argument for years has been Constitutionally limiting free speech when you limit what a person or business can donate. Arguing that foreign owned entities have no Constitutional protection because they are not US businesses would be about the only way to try.
The problem then becomes US businesses that do it on behalf of a foreign owned business. Say, they get a large overpriced contract if they throw a bunch of money at each candidate.
Hard limits on amount would help a lot, but not a solution. The only real solution is severe penalties for lying, corruption, not having to disclose ALL business ties between candidate and the original source of the campaign funds.
Honest politicians are hard to come by.
We have to have a mechanism to prevent having corrupt representatives. They should not be accepting funds from foreigners, corporations or people from out of state.
No prob... My legit local entity - say a not-for-profit - that I run, that "helps people" CAN take money from foreigners. I'll purchase lots of "consulting" time from another local entity to help me accomplish my "purpose".
Funny, the folks that run the "consulting firm" that I contract with just HAPPEN to make legit donations to OUR preferred candidate! Noice!
