In 2022 UK pop. = 67,508,936 i.e. population up by factor of 1.2 but no new reservoirs.

Getting back to the article, on the subject of maintenance: "... Just as the water companies are telling ordinary folk that every drop of water counts, water firms are collectively losing 2.4 billion litres of water per day from leaks. ..."

It boils down (pun intended) to normal ordinary people needing to step up and ensure local control. Some level of government is controlling the budgets of those water treatment plants, either directly by elected members or through Boards of Control of some sort. Who is on them? How can they be removed?

We've all been busy doing normal things with our jobs and families while the nutbars in society have been taking over institution after institution, mismanaging them, then blaming us. This is but one more example.
