Even if they wanted to continue the machines (but not machine currently used that can be hooked to the internet), why not make it dual=machine count AND hand count. Both need to reconcile and be the same, otherwise the election can not be certified. The hand count must be done by at least a team of 6 counters: 2 Republicans, 2 Democrats and 2 independents. Votes must reconcile from 1 team to the other or the count can not move forward.
