Second comment: OP, what do you think all of this means in the broader context? Is a counterintelligence (CI) program actively investigating bad actors right now for national security issues involving the DS or the 2020 election?

Interesting find. This SORT of comports with the DOD Manual of War that Majic12 (or is it Magic12?) referred to. Two observations:

1. No where in this Army manual does it ever refer to the Constitution or to the Constitutionality of any investigations.

2. In Sect. 9.3 it discusses "intent"....as in, "there is no crime without intent." That was the pretext under which Comey absolved Hillary of any wrongdoing, he could find no "intent" to break the law. Of course, he was also a liar and a Hillary supporter, so his finding is worthless.
