Jackson has put up a boil water notice several times over the past few years. This isn't new. Is it a maintenance issue? Is it a corruption issue? Is it a similar issue to what's going on out west? This brings more questions than answers.

It's the same as the Flint Michigan issue. Operation and Maintenance are required for a Water Treatment Plant to continue to work properly.
Massive corruption and incompetence, you can only fake the maintenance work for so long.
