A "DRG" is a sabotage and reconnaissance group. It's a highly mobile special forces unit. Members of the unit could be mostly Ukrainian, or they could combine forces from several nations.

I have no idea what a "GUR" is... but obviously in this case the G & R probably stand for Group and Reconnaissance.

He did because their plan failed so he had to. His plan, has this worked, would be emergency declaration under wartime law but they didn’t succeed.
