She went to the University of Texas and that is the hand sign that they use. It is supposed to represent the Texas Longhorn cattle.
The sign is used during the song, Eyes of Texas are Upon You, which was playing. Only former or current students can hold the sign.

Still may be some deeper symbolism, but I don't know it. I'm sure most Longhorn fans at the University of Texas at Austin don't know it either.
