The Sheeple have been programmed to avoid taking responsibility for most factors affecting their lives. It's the classic use of victimhood programming that Marx prescribed to help further the belief in continuous "revolution." This is why most Commie leaders always publicly referred to themselves as revolutionaries. Without the victimhood mentality, revolution falls dead on it's face. Doesn't matter what the revolution is about or what style of governance is being done away with.
