There are some based black rappers but no one with that far of a reach. Kanye, and on the white side, Tom Macdonald has the furthest reach in the anti-establishment school.

Bootlegs will come out years after a concert depending on whether someone gets their hands on a soundboard recording, or an audience-recorded tape. Often times the bootlegs are shared in a tight community before someone decides to make them widely available (or sell them).
There are many bootlegs that purport to be a concert but the audio was bad or missing and the group substituted the same song from another concert as well.
The thing is - the song could've had different lyrics back then, and when the bootleg was created the group swapped it out with a version post-9/11.
I'll look into it later (no time now). There are a handful of sites dealing with Prince's music and bootlegs so it should be fairly easy to find.

Yess: Prince in Utrecht (NL) on 23rd of December 1998 at TIVOLI in an after gig party, so he gave two concerts in Utrecht.
