I think it's a bit fewer that 28 and will eventually stall at 20% on virtually any truth of what is really going on. 20% represents the delusional, progressive left that are too far indoctrinated to ever come around to the truth.

Either that or some of that 28% said they approved for a different reason, in that it sets a precedent to go after Obama and Clinton
