Snipers and ordinary soldiers who actually want to hit their targets (unless the target is a near point-blank range) also get stationary; you can't expect accuracy at 100 yards or more if you're moving while firing.

This thing is version 1.0 and it would still be a horrifying and effective weapon in actual use. Wait until they've perfected version 2.7 or whatnot.
