No, that was when the music industry drove the final nail in the coffin with gangster rap, glorifying drugs, cop killing, thug life horseshit and it affected whole generations young and old. Blacks loved Clinton and the Democrats like family for all the extended welfare and ebt he gave them.
No, they were anything but reasoned during that decade, embracing further slide into the parody of when they WERE reasoned people.

OP is not wrong but, he's only looking at one side of black media. When you look at black people when they played a positive role, in many movies and television shows, they were the voice of reason to the main white character.
