It appears the officers arms is already injured, and he is putting on liquid to either clean the wound or stop the bleed. Most likely stop the bleed and the drippings are the result of that liquid displacing the blood on the officers arm. Any combat vets, LEO or EMS, here would like to chime in?
Do cops routinely keep wound wash in their pockets? That cop acts like he doesnt know what to do next; fidgety. Trained cops on real duty wouldnt be so cumbersome.
Have you been in that situation? And yes sometimes officers carry first aid equipment. Especially the medic tac unit.
That's not how you would use either iodine or Bleed Stop, or any other wound care
