It's about watts of energy, not max temperature. Honestly not sure if 7000 or 13000 puts out more watts though.

Heating a glass of water to boiling takes less energy (wattage) than bringing a gallon of water from room temperature to body temperature. Sure, the glass of water is hotter, but there's more heat energy now in the gallon.
