To me it looks like she had them sent to the chairwoman of the election commission she is a member of that believes in the 2020 steal to illustrate how easy it is to obtain fraudulent ballots and then got turned in by this chairwoman.
I think she intended to expose fuckery by committing a crime.

The Deputy Director requested the ballots because she found a loophole, and then sent the ballots to her Republican Congresswoman. The Deputy Director is a whistleblower here, and was fired to kill the messenger. Why else would she have them sent to her congresswoman? She even apparently went to the city about it, and then went over their heads. She was 'very forthcoming':

This is EXACTLY how I read and understood this. After reading several articles about this, it seems she was trying to point out how easy fraud can take place, and they are now trying to cover up by firing her.

Janel Brandtjen, who chairs the Assembly elections committee and has voiced support for overturning the results of the 2020 presidential election in the state and promoted conspiracy theories about the same. Earlier this week, Brandtjen’s office said she had received three ballots for military voters she believed to be fictitious. Brandtjen said then she thought someone was trying to show how easy it is to get military ballots in Wisconsin.

Yes, bc the article I read from an online Milwaukee newspaper kept referring to Brandtjen as "conspiracy" about 2000 stolen election. The article was very slanted to the left.
