How does that happen? Doesn't he need to be in the senate
My understanding is that the Speaker of the House of Representatives does not need to be an elected Representative.
From Article 1, Section 2 of the Constitution:
The House of Representatives shall chuse their Speaker and other Officers; and shall have the sole Power of Impeachment.
(Last paragraph of Section 2)
As pointed out further down thus thread, every Speaker so far has been a member, but the wording of the Constitution does not make that a prerequisite.
