I searched the email on the UCC-1 form. Found out that Paul Michael Walters threatened to sue desantis et al., over masking policies approximately 4 months before this filing.

Here is the letter he wrote threatening a lawsuit (27 Aug 2020).

Then look at the hyperlinked UCC-1 form, in doc (in your second link), and read Section 4.

This FINANCING STATEMENT covers the following collateral: Secured Party : Paul-Michael Walters: is the Holder in Due Course in private international law of tort claims against debtors/respondents as evidenced through the warehouse receipts under FSA Sec. 677.201- 677.210 FSA (Florida statutes) 677.201-677.210

These statutes deal with warehouse liens.

So this dude just filed a false lien against the listed debtors.
