If, according to the devolution hypothesis, he is President-in-Exile, he may introduce the relevant head of the military (I can't believe it would be Miley) to announce an Operation that has been activated upon the occurrence of legitimizing conditions. This would legally get him off the hook for being accused of a coup. Good optics...although in my book, "good optics" would be a blinding flash (and a deafening report).
A planned white hat operation? Think of how many times we were not able to know WHY Trump (and others) did this thing or that thing. I actually think it's a GOOD sign. If WE can't figure it out, the cabal won't either.
