In a memo March 11, 1969, Frederick S. Jaffe, Vice-president of Rockefeller-sponsored Planned Parenthood - World Population, outlined examples of proposed measures to reduce United States fertility.

Millions of young black and white women took them up on that deal, the poor inner cities and small towns everywhere were inundated with young, single mothers with countless welfare children. It was in their economic interest to get knocked up and then chase off the father(s), because if they married, the "deal" would be null and void, no more government money.
