Just 30%?

That is a LOT lower than I expected.

Obviously still significant and we should all take it, but I thought it would be around 70%.

Well I suspect it was written / presented in a way that would significantly down play the significance.

To lessen the severity of their crime in the eyes of the people I suspect.
