Having said that, I am sure it would be litigated either way. Who knows how things would turn out with today's judges. It's a toss up on everything, including cases with precident.
This is fishy as fuck. She definitely won, but they are refusing a recount when the number separating them can almost be counted on one hand? They need to do the recount anyway. Find their cheating mechanism, stop it, and press charges.

I think conceding ends it all, even if the person conceding ends up winning. Their have been some court cases on that.
