Was spaceforce intercepting communications? Did they hack or have spyware on their servers? Did we need Elon to buy Twitter as plasuible deniability of how these messages were obtained so it was legal to publicly publish them? Maybe they did try to delete them.

As per Pareto principle, I think there were a core group of people who maintain everything important, some of them being the devs and algo people who take and code for hostile suppression directives, and about 90% of the rest of their staff who were not just merely useless, but too stupid to even have that awareness of their own self.
Perhaps the admin type access people were stubborn enough to refuse, or just decided to delay any actions until the 'new boss' could supersede and belay any past orders. After all, its not good to be caught red-handed in corporate espionage by the new guy if you want to have any possible chance to continue working in the industry or staying in your position. And the first thing Elon did was revoke everyones access and bring his own coding team in to review and run everything for a few critical weeks as the rounds of firings were ongoing - exactly what you would do if you suspected the chance of sabotage from hostile insiders.
I also suspect rather strongly that all of the specialised 'deletion' services type companies like the ones that stonetear sourced 'bleachbit' from were.. leaned on a bit by some persuasive people to not contract any services out to twitter. Probably since mid or even early this year.
I want to know what took so long to do a data dump for a bunch of people that know how to screen data like nothing else.... Perhaps they left stuff out of this dump? Instead of opening it back up they are dripping hand picked information. Elon said he would restore all of the accounts?

They may have had to recover these from the daily backups, hence why it took so long. Or not, hard to tell without inside info.
