I am not defending any of this in any way, but I want to note that in the 1990s I know of multiple people who, when they turned age 18 in California were charged and convicted of "sex crimes" for their relationships with 16 and 17 year olds... and they are still marked as sex offenders today. In one case the parents of the 17 year old never liked the girl their son had been dating for years, and the day she turned 18 they had her arrested and charged.

Some kind of zero tolerance law or statuary rape law was put in effect back then and created a massive influx of sex offenders to the registry.

Pedos can rot in hell, but since this is in California, I suspect that they are not all pedos that are forced to live in these places. Get marked as a sex offender and they have to disclose it to rent. They end up with only certain places that will rent to them (or give them a job) which creates these sketchy neighborhoods.
