Quite a master stroke tbh, create a fake pandemic, clearly enough BS that people with at least some critical thinking capacity see it, then release the "vaccines", plant the idea they're dangerous, only to be confirmed by how hard the propagandists push it, making all but certain that said people with critical thinking will catch on to it and avoid them.

Now you have a clear separation of those who you can control and those you can't.
