A simple majority wins the Speaker's chair Feb. 21. The GOP need to have at least 212 votes to win the Chair from the demonrats. So in reality, the 5 main anti-McCarthy GOPs might not be a factor to prevent McCarthy from winning. He can win the Chair with 213 votes.
The House will keep repeating the vote until Feb. 21. The significant factor here is this 4th vote is unprecedented and really makes McCarthy look bad. The logical thing for McCarthy is to start cutting deals major deals with the Freedom Caucus and allow the Congressional committees to operate in real terms instead of fake pony shows.
