There's a valve they can turn off on the gas line. It's usually at the curb. However, in some city rowhouses, some homes are 'daisy-chained'. The line goes from one house to another one without a valve and can't be turned of without affecting all the customers on that line. This presents a problem when one of these customers doesn't pay their bill and the gas company wants to cut them off.
