Effect:
The effort to cause WW3 has been postponed another year. Also next year is an election year. Probably not a popular position to say you want to start a war that will inevitably turn nuclear by delivering some high end equipment to some backwater country just because they have dirt on the current President's betrayals of his country for a few shekels. Also this operation will be further along by then and hopefully we will be past the climax of the movie and on to the conclusion / tying up loose ends / justice and recovering our republic.
